It has been a routine practice. The biggest difference is that Clinton was much more blatant about allowing sleepovers in exchange for contributions than any other president in memory. Most other presidents at least went through the motions of separating the contributions from the sleepovers, just like they went through the motions of separating the biggest donations from patronage jobs like Ambassador to the Bahamas.
