IMHO Bush's actions concerning Iraq make little sense unless he has some sort of intelligence concerning weapons of mass destruction. From what I've read, many of the Iraqi scientists and engineers working on Iraqi weapons programs are having implicit threats made against their families, e.g. if they defect then the authorities will kill their parents, kids, siblings, etc. This sort of situation would certainly induce some people within the Iraqi military-industrial complex to secret information back to the CIA, British or Israeli intelligence agencies. The Iraqis could conceivably have an ex-Soviet ICBM RV containing a 50 kiloton warhead. The Iraqi informer could have provided photographs, serial numbers, etc. that provide no doubt about the weapon's existance. However the US could not publicly reveal this information without forfeiting the informer's life, killing off most of his family and possibly forcing the Iraqis to use the weapon before the US destroyed it in a preemptive strike.
