What a lot of people forget is that pursuing Saddam into Baghdad during the Gulf War would have exceeded the limits that the coalition had set for the operation ahead of time. People are starting to make it sound like Bush Sr. and/or his advisors made a spur-of-the-moment decision to stop the war.
