Falls completely flat. Without the desire to build, I could never possibly construct a nuke, even if the givernment schooled me and handed me all the components.

AGAIN:
The issue is NOT inspectors, B. The issue is DISARMAMENT.

The terrorist has no disire to disarm -- or allow inspectors at any rate.
