Hi, Marcia!
[N]ot meaning to sway anyone with my comments in parenthesis
Oh, which easily-influenced stubborn bullheaded cuss did you have in mind? LOLOL! I can't think of a soul here you'd have to worry about.
I would have to choose option B, "the war will be won or lost based on other factors". Technology only means tools; important as they are, the applications to which they are put makes all the difference. Imagination, strategy and planning constitute "other factors" to me.
And: geography, resources, courage, flexibility, intelligence and luck. Attention to detail is another factor.
Last but not least, what constitutes "turning the tide"? Rendering terrorists impotent? Killing them? Putting them on trial in a court of law? Making sitcoms ridiculing them? ;) Eliminating the root conditions that caused terrorism to grow?
A very broad and sketchy question deserves a broad and sketchy answer.
What was your best guess, Marcia?
