I think the point Bowser was trying to make--not very well--was that most world leaders, including George Bush and other U.S. Presidents, tend to pick and choose which U.N. resolutions they want to abide by. There may be legitimate reasons for this--some of the resolutions are downright stupid--but it's true nevertheless.
