Go over that list and eliminate all of the dictatorships that do not have all of the following characteristics:
A: in possession or close to possessing weapons of mass destruction
B: ruled by a lunatic who is unpredictable on his best days
C: proven to be expansionist by carrying out at least one attempted invasion of someone else's nation
I admit I haven't done an exhaustive scan of the list myself, but I would bet that only Iraq and North Korea would fall out onto the table.
