I can't think of a nice, clear set of Constitutional procedures and flow charts that could tell you reliably when to bust someone and when to leave them alone, at least one that doesn't leave a bunch of bad guys running around, and I dare say that no one else has come up with one either.
But along with you, I hope that the higher-ups are doing their best to try and think of one.
