My thoughts are that they're just plain stupid, and the use of the term "rubes" in other articles I have seen on the subject suit them just fine. If one is traveling overseas and fails to investigate the region their going into (even if only traveling to a different state in this nation), then they should expect trouble -- which is an oxymoron, since these angels would apparently have trouble expecting a sunset.

Should they be charged? Certainly.

Will they get off? Possibly. It depends upon how the defense is handled.

Stupidity is a poor legal defense, where ignorance of the law fails -- though ignorance that one is actually breaking a law wins.
