The difference is Stalin had a 4 million man army sitting in the middle of Europe. His military force detered any first strike by us. However, he also was never a threat to give a nuke to some nut who wants to blow up as many civilian infidels as possible so he can be welcomed into heaven by hundreds of vigin and non-virgin angelic whores.
