The authorities have noted that the killer's behaviour is not at all typical for a serial killer. Then again this Tarot card clue may be the beginning of a 'signature' of some sort. Because he apparently wants to strike fear in the general population, among people of all backgrounds, and disrupt people's lives, I'd still classify this guy as a domestic terrorist. It is a bit puzzling however as to what his political or philosophical beliefs may be - we haven't seen any kind of 'manifesto' similar to what the Unabomber wrote.
