They were a very clever system that uses graphite thread that are dleivered in a spread out fashion designed to short out power distribution centers. When a large distribution center breaker trips, it takes many minutes up to several hours to reset the breaker.
Also, draping highly conductive carbon threads over high voltage power lines causes fun for all.
