Nuclear energy feeds 70% of France's electrical energy. Since 1973, there are many programs meant to reduce oil dependancy. Cars are no more gas guzzlers, trains are used more and more frequently, houses are better isolated and sun energy heats houses in the mountains, etc...
Besides, whoever is in charge in Iraq will want to sell its oil.
Now, Totalfina is very powerful and might have some policy of its own; that's their business.
