Ireland’s Celtic tiger did not arrive with EU membership but in the 1987 budget, when it introduced a special 10 per cent tax rate for finance companies.

These firms flocked to Dublin, making it a significant financial centre almost overnight. When the EU said such tax breaks were unfair, Dublin offered low tax to all companies. The boom ensued.

Ireland has understood that low company taxes make rich countries. This is not accepted in most of Europe - or in Scotland, which charges the highest business taxes in the UK then wonders why economic growth is so slow.
