Chechnia is on the Caucasus mountains, quite a long distance from Moscow.
If Russia is still a very centralized country, this is bound to happen. It's a matter of either having a fair representation in Moscow or for the govenment to relinquish part of its competences.
It happens all the time, here.
Of course, doing this by force won't help anybody.
