Should have said "odds are about fifty-fifty." I was approximating to show the folly of the overwhelming assumption that the sniper MUST be white based on statistics.
And yes, the makeup of the population does mean something. If you lived in an country where 75 percent of the population was black, having 45 percent of a type of criminal being white would be significant in a number of ways.
