The rational solution would have been simply redesigning the paper ballots to be easier to read, and training voters to be more observant about whether the ballot is properly punched or not, but I get the feeling that there was a big push on the part of politicians to Do Something Big, and I'm sure the guys marketing the fancy voting systems got their two cents worth in on it too.
