<UNITED NATIONS — Iraq has already rejected the terms of a no-nonsense U.S.-proposed Security Council draft resolution forcing the country to give up all weapons of mass destruction and to allow U.N. weapons inspectors unfettered access to all presidential weapons sites.

I imagine that this reaction is based on the premise that early rejection is better if capitulation is not an option. They are banking on the probability that US/UK are not ready to act and it will give them a couple of months to jawbone the issue.

They are asking the UN a simple question. Do you really have the stomach for this?
