It was aimed at anyone whose fervent imagination sees government plots in jet exhaust as well as seeing a conspiracy behind everything good and bad that happens in the world. If the shoe fits, you can wear it, too.
Most conspiracy theories incorporate grains of truth although some are so far out in left field that rational discussion is impossible. One example of that is the screwball "theory" that NASA stopped going to the moon because they found massive alien ruins that scared them away. That one directly contradicts the claim that we never went to the moon in the first place.
A little rational examination shows that most conspiracy theories are full of logical holes. For example, we have Bowser spouting the claim that the war on terrorism is all about oil. All you have to do is look back to what happened 10 years ago and you'll see how specious that claim is. Ten years ago, we had several hundred thousand military personnel in the Middle East. We'd just liberated Kuwait, which has about 10% of the world's known oil reserves. We could've easily captured Iraq's oil fields (another 10%) and could've taken Saudi Arabia's fields (~20%) at any time. In a matter of days, we could've grabbed roughly 40% of the world's known oil reserves and no one could've stopped us. We didn't do it then and we won't do it now.
All it takes is some logical thinking. You should try it sometime.
