Stupid, or cynically smart?
Seems like the choice of Kissinger to head the commission automatically confers deniability on the results. Bush has fought against any such investigation all along. Now that he can't avoid it any longer, his final trump card is being able to select somebody to head the commission whom nobody trusts, and thus preemptively discredit its findings.
