The number was averaged over all the races. Obviously, there would be variations, and to be fair, you are right that on an election-by-election basis, the guy who spends the most often wins. Remember, Republicans didn't win ALL the elections in 2002, so it doesn't necessarily follow that the Republicans spent the most as a whole.

And I don't think any party has a monopoly on cheap shots in political ads.
