<Alberta Premier Ralph Klein, who has opposed Kyoto from the start, called the ratification "a total betrayal of a partnership in Confederation" because the protocol is opposed by some provinces.
"It is very disturbing that with all the cries that came from coast to coast that the prime minister would totally ignore the people," said Klein. "I think it is a travesty of justice, quite frankly."
