That's easy.
Limit fossil fuel use and put people in the position of going nuclear or without.
And watch the stampede to nukes.
However, there's too much money in fossil fuels.
I've come to the belief that Americans are the epitomy of capitalism, and if they can buy and use it they will. Period. Minimal restraint, no consideration.
The hell with the rest of the Earth.
I'm not sure how they get the gas mileage on vehicles raised, though. That is a good sign.
