A very, very filthy bomb, one which would do as much damage as a complete fission explosion, could be made to be quite durable.
Those people it didn't kill would be denied access to considerable real estate for a considerable time.
While I don't know the details, it seems to me it would be as effective as a small fission explosion for that purpose.
And, for maintenance you'd have access to it from time to time.
