The Iraqis were not involved in 9/11, neither were they involved in the following islamist terrorist acts over the world. Those arrested in France were from North Africa (Iraq is in Asia).
Iraq is a country with a secular power; the number two in the regime, Tarek Aziz is a Chrisitian.
The Muslim representatives have been persecuted over the years, especially the Shi-ites (who have close contacts with the Iranian Shi-ites.
There are several terrorist groups in Iraq now, but other countries have many more of them.
