I see nothing wrong with this. Western civilization is in decline, in part as a result of the plummeting birth rates, and for the exact reasons you state. Prosperity leads to decadence, which leads to laziness and stagnation. It is however sad commentary on a society that has to bribe its citizens into producing the next generation. Although I am still optimistic that biotech will save the day.

To quote Carl from Starship Troopers:
