I didn't see that, the part where these COULDN'T be used for weapons.

I recall that they certainly could be used for countermeasure research, AND could be weaponized.

Doesn't make sense to give them stuff for countermeasure research - just give them the countermeasures. Safer, wouldn't have to worry about their using them as weapons.
