Don't be too surprised
Rangel's bill, if nothing else, will force debate on the issue - which, even if the bill is defeated (or killed in committee), will be useful to review not too many years from now, when a real need arises. Meanwhile, it may be a better way of taking the pulse of the country than another opinion poll.
