And drunks are still on the road.

They could pass a law saying .06 or even .04.

But nothing is going to stop it except personal (and moral I might add) responsibility.

(Personally, I think modern zero tolerance laws are aimed more at installing a new form of prohibition than at really solving a problem...I.e. Drunk Driving)
