To encourage American companies to relocate offshore...duh!
That was originally an "n/t" subject line, but I also have to point out: If low taxes were the only determinant of a "friendly business environment", there'd be no companies left in America. They'd all be in places like Somalia that have no taxes at all (and, of course, no goverment to use taxes to create infrastructure from which business benefits to make profits.)
