The sole legitimate function of a tax code is to raise the necessary revenue to fund the appropriate functions of government. Instead, our federal tax code is a hypercomplex and corrupt collection of rules that promote social engineering while favoring politically connected donors. According to IRS figures, Americans spend over 5 billion man-hours each year complying with the tax code. That's equivalent to the full-time labor of over 2.4 million people. The compliance cost of the tax code is several hundred billion dollars a year. The current system is not only broken, it's insane.
There are things in the tax code that defy all reason, such as the marriage penalty? What possible reason can justify the fact that a married couple gets taxed more than two single people who make the same income?
While the optimum solution, IMO, is some form of flat tax, I'm not holding my breath that it'll ever happen. This goes beyond any short term need for an economic stimulus.
