I've been a bit skeptical myself that Powell would reveal anything new at this late date. One reason is that the US is obligated by Resolution 1441 to turn over any evidence to the inspectors to help them find what we demand that they find. That obligation puts a sharper point on what otherwise would be just vague skepticism about evidence produced at the last minute.
Logically, either 1) we have no such evidence, and people will be pissed that Bush et al have been blowing smoke up our butts for months; or 2) if Powell dramatically pulls a rabbit out of the hat and presents evidence, it means that either 2a) we've been withholding evidence, putting the US in breach of 1441, and pissing off the Security Council members who've been begging us to present the evidence we have, or 2b) some people will think, fairly nor not, that the evidence was manufactured. Something of a pickle...
