until they're about to act. Both in the US and in Europe a lot of valuable intelligence on Islamist terrorist organizations comes from 24/7 surveillance and infiltration of groups who think they're still operating freely. Every single Muslim organization, school, mosque, phony charity; etc. in the US should be kept under close, constant surveillance and infiltrated by FBI resources, but it would be very counter-productive, not to mention unjust, to start throwing people into camps en masse.
After Muslim terrorists murdered 3,000 people on Sep. 11, Americans to their great credit reacted in a remarkably tolerant manner. No enraged mobs burning mosques, no imams lynched in the streets, nothing but a very small number of hate crimes targeting Muslims. But you gotta wonder how Americans will react when it happens again, with an even greater loss of life.
