A nice fantasy, but about as effective as it would have been to wreck Nazi Germany by just shooting Hitler. Does anyone really think that would have changed anything significantly without military action? That three more Junior Hitlers wouldn't have popped up to take the reins?
The infrastructure that terrorized the population of Iraq has to be rooted out, and just getting Saddam out of the country ain't gonna do it. The "deNazification" of Germany after WWII was a long, involved process.
