The point is that rural folk don't know more about foreigners
And so they are usually a pretty good indication of a country's true inner psyche.
Its easy to feel safe staying at a 5-star hotel in the capital city of just about any nation.
But would you feel safe roaming the countryside and proudly proclaiming: "I am an American or Isreali tourist!"
