I was using the narrow definition of Lysenkoism that simply means the government prohibits scientists to research in a given area. I don't see how this case fails to fit.
Your description of the "disasterous" results of cloning research were good for a laugh. Thank God you didn't have a grudge against transplantation or blood transfusion! The early experiments in those practices actually *were* disasterous.
