You forget that it takes two to trade.
The dictators never permit it.
If Castro really opened his system he knows he would be blown away like so many other tyrants.
Chavez in Vz. is busy getting ready to sequester his country.
Saddam has desperately kept the embargoes in place over the last 12 years.
He has starved his people and kept them ill to preserve them.
