Actually, I was looking into that myself at one point. Turns out that it is common policy to edit docments in non-queens-english into queens english. I followed it up, and its true, when they quote US press releases, they swap in QE.

I mean really, the Brits can go to war beside us, but accept the Yankee Butchery of Their own language? Good Heavens ;-)
