"one of the NSA's tasks to monitor diplomatic correspondance"
Not exactly sure what their charter is, except that its supposed to include "Outside US only"- but they bend that a bit from time to time. As to monitoring diplomats, there are supposed to be boundaries, esp. WRT to allies- otherwise diplomacy becomes impossible to carry out.
Thats the reason behind Diplomatic Immunity and the sealed and sacred Diplomatic Correspondances (in fact, it is standard agreement that attache cases etc can not be searched. Some historians have it that Russia used that common privilege to smuggle a small nuke into their Washington emabssy piece at a time.
Now, if UN ambassadors have those rights as well, I don't know. I would imagine that some sort of anti-serveilance language is written into the NY UN lease, but I don't know for sure.
