The only way I can make it work
The N Koreans want unilateral with US because blackmail attempts don't work well after the feds get involved. They work very well when you are dealing only with one who who your plot threatens, and with the one who can pay you. Bringing in other nations is bad publicity.
The Chinese are simply taking the N Korean's side, and helping out their friends.
