I've heard one report that claimed the attack was on a missile being placed in a civilian area. That may not be the case.

There's always the possibility that the Iraqis lobbed a couple artillery rounds into their own populace to inflict casualties and hope to increase international sympathy. While possible, that may not be the case.

There's always the possibility that either someone on our side screwed up on the targeting or that a couple missiles malfunctioned. Again, that may not be the case.
