Start taking the oil revenues and writing checks directly to the Iraqi people.

If they are going to be a capitalist democracy, then start giving the capital directly to the people so they can spend, earn, and spend some more.

Set up a very small centralized government in Baghdad. All that money they are not spending now on Palaces and weapons can now go directly to the people...In a sense we would be turning Iraq into a giant complacent welfare state. Where each Iraqi over the age of 18 recieves a monthly allowance from the Oil Welfare fund.

If the UN takes over, watch the socialized this and that programs that the UN so dearly loves squander the Oil money.
