Sounds like Iraqis are caught between a rock and a hard place and prefer the rock (bombs).
American leaders and the public could be wrong about what Iraqi's would prefer. The problem is to quote a recent hit movie "with great power comes great reponsibility". Doing nothing is an active choice. Failing to prevent reasonable scenarios of death and destruction is a choice to facilitate them. Choices often have to be made to minimize loss of human life. It is not always simply a matter of choosing options that cost human lives and those that don't.
