Yes, it's very possible. They will not, however, be a sizeable, organized force, and will pose a very limited threat -- but still a threat. Their command lines are already broken and, as with the noted "Saddam loyalists" still controling the Iraqi side of the Jordanian border, they will bark louder than they can bite.
The target remains Baghdad, and the Hussein family.
