Just another possibility...ground to air missles are shrapnel devices and, since they are designed for air-burst, don't require a huge warhead. That can also explain the small size of the crater.
I might also add that when I served in the Army, I used to make holes in the ground that size with as little as a quarter of a stick of TNT or C-4 explosive. These are very small amounts of boom-boom.
