I think that scenario gives Saddam way too much credit

In reality Saddam has proven himself to be a pretty crappy general, both in 1991 and now in this war. His real skills are political, not military, and his great achievement was the construction of an elaborate, highly efficient terror state. It appears that it's the thousands of agents of that terror state who are providing the principal resistance to coalition forces, not the Iraqi Army nor Republican Guard (with some exceptions).

It's noteworthy that however fierce the resistance is at times, it's mostly in small pockets, and lacks any coordination with other groups or any overall command structure. Also, Saddam can't bring too many regular Army or Republican Guard soldiers into Baghdad without risking a coup. That may be why he left the RG outside the city, in the open, to be decimated by our air power, then finished off by ground forces.
