Oakland police opened fire with sand bags and rubber bullets on a group of longshoreman at the Oakland docks as protesters marched in front of the AP-L pier to protest the war in Iraq.
The longshoremen were standing on the side of the road and were not involved in the protest. [emphasis mine] Six were being treated by paramedics and at least one was transported to a hospital.

The longshoremen were apparently there to work, but were not about to confront the protestors, as any aggressive action taken by them would be known by a well-known legal term: "riot". Were the police trying to encourage them to do so?
Rubber bullets sound like they bounce. They don't.
