Sadam probably used greed (as well as fear) to breed loyalty
Most of the looters are therefore probably Sadam's Henchmen that realized they had more to gain by hiding their weapons and stealing their old employer's stuff than they did by fighting the Americans.
At some point we should start arresting the looters, and then use interrogations to find out who they really are...Just civilians carried away with the events or Ruthless thugs who know an opportunity when they see it.
