The figure I heard (on NPR) for France and Germany was 8 billion - not big enough to have any effect on the euro.
Even our intellectually-challenged prez wouldn't attempt war reimbursement/reparations directly, although they may do it indirectly by limiting reconstruction contracts to their friends, AND having reconstruction paid for not by Tom B.'s wallet, but with Iraqi oil.
