One lead-pipe certainty...
No matter what deals get worked out, the American taxpayer is going to end up carrying the freight. Aw, heck, it may be worth it in the long run. And it's just my wallet. For a lot of people, it cost blood.
BTW, wouldn't it be wonderful if we could arrange Iraq's financial future without bringing the goddam IMF or the World Bank within five parsecs of the process?
